An idea is submitted via a request form and, if determined to qualify as a "project", is explained via the Project Proposal. This document provides the Project Governance process with the basis for approving the project request for moving into the Initiation Phase.

Objectives of Pre-Initiation are:

1. Receive and log the request

2. Gather sufficient information to assess project's

feasibility

3. Clarify and define the sponsor's business need

4. Understand the problem to be solved

5. Identify the initial approach to solve the problem

Outputs of Pre-Initation are:

1. Completed Request form

2. Completed Project Proposal template

3. Completed Feasibility Study template if needed (optional)
